Garnaut finds silver lining
AFTER 17 months of total immersion in climate change, Ross Garnaut has found plenty of cause for pessimism in the politics of tackling this challenging issue. Yet his final report released this week - all 616 pages of it, not counting the technical appendix, his 537-page draft report or his 49-page supplementary draft report - is brimming with optimism about the opportunities that exist for breaking the link between economic growth and rising carbon emissions.
